Which HVAC rebate you qualify for in the Twin Ports depends on your address and fuel. Duluth natural gas customers go through Comfort Systems; gas outside Duluth through Minnesota Energy Resources; electric heat pumps on the Minnesota side through Minnesota Power's Power of One® Home program; and everything in Superior and Wisconsin through Focus on Energy. The federal 25C credit may apply on top of any of them.
Why this is confusing here specifically
Most contractors deal with one utility. The Twin Ports service area crosses a state line and several utility territories, which means the rebate answer genuinely changes street by street — and a lot of homeowners simply never claim what they are entitled to.
On the Minnesota side, natural gas in the city of Duluth is served by Comfort Systems, the city-owned utility, which runs its own high-efficiency furnace and boiler rebates. Natural gas outside Duluth is generally Minnesota Energy Resources, with a separate program and different amounts. Electricity across most of the Minnesota side is Minnesota Power, whose Power of One® Home program is where the heat pump money is, along with incentives for smart thermostats and ECM equipment. Some rural customers are served by electric cooperatives with their own programs — and often with off-peak or dual-fuel electric rates that materially change heat pump economics in your favour.
On the Wisconsin side — Superior and all of Douglas and Bayfield County — the program is Focus on Energy, which is statewide and covers furnaces, boilers, heat pumps and smart thermostats.
The federal credit on top
The 25C Energy Efficient Home Improvement Credit is a federal income tax credit covering a percentage of the cost of qualifying equipment, up to annual caps that differ by equipment category. Heat pumps sit in the most generous category. It stacks with utility rebates — the utility rebate reduces what you pay, and the credit reduces what you owe in tax.
Two practical points. First, the equipment has to meet specific efficiency tiers to qualify, which is why we install to the qualifying tier rather than one notch below it to save a hundred dollars and cost you the credit. Second, your tax preparer will want the AHRI certificate and the model numbers — we hand those over with the paperwork rather than leaving you to chase them.
Because it is a tax credit rather than a rebate, it depends on your tax situation. We are not tax advisers and will not pretend the credit is a guaranteed discount; we give you the documentation and you or your preparer determine what you can claim.
Where the biggest money is
Heat pumps, clearly. They are the most incentivised HVAC equipment in this service area on both sides of the border, and they attract the largest federal credit category. If you are weighing a cooling-only condenser against a heat pump, ask for both quotes with incentives applied — the net numbers often surprise people.
For rural propane and fuel-oil customers the case is stronger still, because the operating-cost saving against expensive fuel is large on top of the incentives. Across the Douglas County townships and rural Carlton and St. Louis County, that combination is the best HVAC value available.
Smart thermostats are a small but easy one that a lot of people leave on the table — both Minnesota Power and Focus on Energy rebate qualifying models, which takes a real bite out of an inexpensive upgrade.
