Do heat pumps work at −20°F? Here is the honest answer
The old objection — 'heat pumps don't work up here' — was true of equipment sold twenty years ago and is no longer true of cold-climate models. Variable-capacity inverter-driven units are rated at 5°F and at −13°F, and the good ones still deliver 70–85% of nominal capacity at 5°F and meaningful output at −13°F.
What is genuinely true: efficiency falls as it gets colder, and at some outdoor temperature your gas furnace becomes cheaper to run than the heat pump. That temperature is not a marketing number, it is arithmetic — it depends on your electric rate, your gas rate, and the unit's COP at that temperature. In this service area the economic switchover typically lands somewhere between about 5°F and 25°F, and it moves when utility rates move.
Duluth's climate normals put a large share of heating hours above that switchover point. That is the whole argument: the heat pump does the majority of the season's work efficiently, and the furnace handles the tail. Nobody is asking a heat pump to carry a −21°F design night alone.

Dual-fuel: how it actually gets wired and controlled
A dual-fuel system pairs the heat pump with your existing furnace under one thermostat that knows the outdoor temperature. Above the switchover point the heat pump runs alone. Below it the furnace takes over. They do not fight, and they do not run simultaneously.
The detail that gets botched is the changeover logic and the defrost interaction. A heat pump periodically reverses to melt frost off the outdoor coil, and during defrost the indoor air goes cool — if the controls are wrong, the furnace fires every defrost cycle and you lose much of the efficiency benefit. Correctly configured, the system rides through defrost without the furnace, or with a brief, deliberate assist.
We commission the changeover with real outdoor-temperature simulation rather than assuming the factory default is right for your house, and we leave the settings documented so the next technician does not undo them.
Rebates, and why they decide the whole question
Heat pumps are the single most incentivised piece of HVAC equipment in this service area, and the programs differ by which side of the bay you live on.
On the Minnesota side, Minnesota Power's Power of One® Home program rebates qualifying air-source and ground-source heat pumps for its electric customers, and there are separate incentives for smart thermostats and ECM equipment. Some members are served by co-ops with their own programs and off-peak electric heat rates — which can change the switchover math substantially in a heat pump's favour.
In Superior and the Wisconsin townships, Focus on Energy is the statewide program and rebates qualifying heat pumps.
On top of either, the federal 25C Energy Efficient Home Improvement Credit covers a percentage of qualifying heat pump cost up to an annual cap. Program amounts and qualifying tiers change, so we verify current values at quote time rather than publishing numbers that go stale — and we install to the tier that actually earns the money.
Ducted, ductless, or both
If you have good ductwork, a ducted cold-climate heat pump integrated with your furnace is usually the cleanest answer — one system, every room, existing registers.
If you do not — and much of Duluth's older housing genuinely does not — ductless heads let you condition the rooms you live in without opening walls. A common Twin Ports solution is a hybrid: one or two ductless heads in the spaces that matter most (living room, primary bedroom, a finished attic or basement) plus the existing furnace for everything else.
