Do heat pumps actually work in Duluth and Superior winters?

Yes. Cold-climate heat pumps hold roughly 70–85% of rated capacity at 5°F and keep producing useful heat to about −13°F to −15°F, which covers most Twin Ports heating hours. Below the economic switchover — usually somewhere between 5°F and 25°F depending on your electric and gas rates — a gas furnace becomes cheaper, which is why nearly every install here is dual-fuel.

The objection, and why it is out of date

Ask around the Twin Ports about heat pumps and someone will tell you they do not work up here. Twenty years ago that person was right. Heat pumps sold in the early 2000s lost most of their capacity by the time it hit 10°F and fell back on electric resistance strips, which in a −20°F climate produced bills that people still talk about.

Variable-capacity, inverter-driven cold-climate equipment changed the engineering. These units are rated and published at 5°F and at −13°F, not just at 47°F, and the good ones hold 70–85% of nominal capacity at 5°F with meaningful output still available at −13°F. That is a different machine from the one that earned the reputation.

What matters is the switchover, not the minimum

The question that actually decides whether a heat pump saves you money is not 'how cold can it run' — it is 'at what temperature does my gas furnace become cheaper than my heat pump'. That is the economic switchover point, and it is arithmetic rather than opinion.

It depends on three things: your electricity price per kWh, your gas or propane price per therm or gallon, and the heat pump's coefficient of performance at that outdoor temperature. Work it through and in this service area the switchover typically lands somewhere between about 5°F and 25°F. It moves when utility rates move.

Then look at how many heating hours sit above that line. In the Twin Ports a large share of the heating season is in the 15°F to 45°F band — shoulder season, most of November and March, and a great many winter days. That is the heat pump's territory. The deep cold is a smaller slice of the hours even though it dominates the conversation.

This is why dual-fuel is the standard configuration here. The heat pump takes the large, mild majority of the season; the furnace takes the cold tail. Nobody is asking a heat pump to carry a −21°F design night by itself.

Where the case is strongest — and weakest

Strongest: you heat with propane, fuel oil or electric resistance. Those fuels cost enough per BTU that a heat pump's operating saving is large and obvious. Across most of our rural service area — the Douglas County townships, rural St. Louis and Carlton County — this is the single best HVAC investment available.

Also strong: you want air conditioning anyway. If you are about to buy a cooling-only condenser, a heat pump gives you the same cooling plus efficient shoulder-season heating for a similar installed cost, and it earns rebates the condenser does not.

Weakest: you have cheap natural gas in Duluth or Superior, a recently installed high-efficiency furnace, and no interest in air conditioning. In that situation the payback stretches out and we will tell you so rather than sell you one.
