Two states, four programs, one federal credit
HVAC Rebates & Tax Credits in the Twin Ports
Most homeowners here never claim what they are entitled to, because the programs change depending on which side of the bay you live on and what you burn. We sort it out and file it.

Short answer
Which rebate program applies to me?
Four utility rebate programs operate inside our service area, plus a federal tax credit. Duluth natural gas customers go through Comfort Systems; gas outside Duluth through Minnesota Energy Resources; electric heat pumps on the Minnesota side through Minnesota Power's Power of One® Home program; and everything in Superior and Wisconsin through Focus on Energy. The federal 25C credit may apply on top of any of them.
Rebates and tax credits you may qualify for
This service area spans several different utility programs, and which one applies depends on your address and fuel. We identify the ones you qualify for, install to the tier that actually earns them, and file the paperwork.
- Minnesota Power — Power of One® Home rebates MN electric customers air-source and ground-source heat pumps, smart thermostats, ECM fan motors
- Comfort Systems (Duluth city gas) rebates Duluth natural gas customers high-efficiency furnaces and boilers
- Minnesota Energy Resources rebates MN natural gas customers outside Duluth 95%+ AFUE furnaces, condensing boilers, smart thermostats
- Focus on Energy Wisconsin — Superior and Douglas/Bayfield County furnaces, boilers, heat pumps, smart thermostats; statewide WI program
- Federal 25C Energy Efficient Home Improvement Credit MN and WI tax credit on qualifying heat pumps, furnaces and boilers
Program amounts and qualifying equipment tiers change, so we verify current values at quote time rather than publishing numbers that go stale. More on rebates and credits.
How we handle it
We establish which programs your address and fuel qualify for before quoting, then specify equipment to the efficiency tier that actually earns the money — not one notch below it to shave a hundred dollars off the sticker and cost you a far larger rebate. Then we file the paperwork for you.
For the federal 25C Energy Efficient Home Improvement Credit you will need the AHRI certificate and the model numbers, which we hand over with the install paperwork rather than leaving you to chase them. We are not tax advisers and will not promise you a credit — your preparer determines what you can claim — but you will have the documentation.
Where the money is biggest
Heat pumps, clearly, on both sides of the state line, and they also sit in the most generous federal credit category. If you are weighing a cooling-only air conditioner against a heat pump, ask us for both quotes with incentives applied — the net figures often surprise people.
For rural propane and fuel-oil customers the case is stronger still, because the operating-cost saving against expensive fuel stacks on top of the incentives. Across the Douglas County townships and rural Carlton and St. Louis County, that combination is the best HVAC value available in our service area.
Smart thermostats are a small, easy rebate that a lot of people leave unclaimed on both sides of the border.
A caution on published amounts
We deliberately do not print specific dollar figures for these programs on this site. Amounts and qualifying tiers change, sometimes mid-year, and a page full of stale numbers is worse than no numbers — it sets an expectation we then have to walk back. We verify current values at quote time.
