Ventilation code follows occupancy, and occupancy changes

Required outdoor air depends on what a space is used for and how many people are in it. A restaurant dining room, a classroom, a fitness studio, a clinic exam room, an office and a warehouse all carry different requirements, and the difference between them is large.

Commercial space changes use constantly, and the HVAC usually does not change with it. We are regularly called to buildings where a former retail space is now a restaurant, or a warehouse has a gym in half of it, and the outdoor-air capacity was never revisited. It surfaces at inspection, at a tenant complaint, or during a build-out — and correcting it under time pressure costs far more than planning for it.

So the starting point is measurement. We determine what outdoor air the system is actually delivering — not what the drawings claim — and compare it to the requirement for the current occupancy. Those two numbers being different is the norm, not the exception.

Heat recovery: how to ventilate in a 9,000 HDD climate

Ventilation in Duluth or Superior means heating a large volume of very cold outdoor air. Do it without heat recovery and the heating cost is genuinely punishing, which is precisely why so many buildings here quietly run under-ventilated: someone turned the outdoor air down to control a gas bill.

Energy recovery ventilators solve the conflict. A core transfers 60–85% of the heat from the outgoing exhaust stream into the incoming fresh air, so you can meet the ventilation requirement at a fraction of the heating penalty. In this climate the payback is among the best available in commercial HVAC, and it lets a building be both compliant and affordable.

Demand-controlled ventilation is the other lever. CO2 sensors modulate outdoor air to actual occupancy rather than design occupancy, which matters enormously in spaces with variable use — assembly rooms, restaurants, schools, fitness. You ventilate fully when the room is full and you stop paying to ventilate an empty room.

Filtration sits alongside this, with the same caveat as residential: filtration has to match the system's static pressure capability. Pushing high-MERV media into equipment that cannot handle the resistance reduces airflow, hurts performance and can damage equipment. We measure static pressure before and after any filtration change.

Will meeting ventilation code wreck our heating bill?
